Currently, in Ukraine, there are no algorithms for providing guide dogs to blind people, legalization of guide dogs trained outside the country, guide dogs are not included in the list of means of rehabilitation for people with visual disabilities, funding for maintenance and care of guide dogs is not provided , the legislation lacks mechanisms for prosecution for obstructing the access of visually impaired persons who use guide dogs to the physical environment, enterprises, institutions, organizations, transport, etc. In recent years, guide dogs specially trained abroad and in Ukraine have been appearing in Ukraine, including for combatants who have lost their sight. But the reality of existence and enforcement of laws in Ukraine become an obstacle on the way to the performance of official duties by these animals, myths appear about the capabilities of a guide dog and stereotypes that any dog can be made into a guide, etc. This event is designed to structure problematic issues regarding guide dogs as an effective means of rehabilitation and ensuring access to transport, infrastructure, and service facilities and to form ways of solving them.

14:40 – 15:00 - analysis of the regulatory framework for guide dogs - lawyer of the "Suchasnyi Glyam" GS - Mykola Dubov.
15:00-16:00 - performances by the owners of guide dogs: Ihor Sakhnii, Oleksandr Darmoroz, Vitaliy Golitsyn, Yulia Nogaets, Dmytro Zhmereniuk.
Description of the advantages and disadvantages of the use of guide dogs, existing problems regarding maintenance and maintenance, foreign experience in providing guide dogs and their maintenance.
16:00-17:00 - discussion of proposals to improve the state of legislation and practical use of guide dogs in Ukraine, development of a draft resolution based on the results of the round table.
